How can I edit a picture of someone’s face so it looks like the Obama hope campaign posters?

I want to make a tshirt with someone’s face on it where the face has been filtered to look like the famous Obama campaign posters. Does anyone know how to use Photoshop to do this?

Saturate and posterize.
