does anyone know how to print one small picture into a poster size?

Im trying to blow up a picture and i was wondering if anyone knows a website or any software that will allow me to print parts of the picture in one page to put it together as a poster any help?

you would first need quality photo, if original image is about 4×6" at 300+ resolution, you could try to enlarge, if low at 72 pixels, may not be clear when over-sized,
