Are there any free picture altering websites or software?

I want to cover up part of a picture, or just cut the unwanted portion off. Thanks for any help.

Ms paint that comes with microsoft windows is a good free program to do some basic picture altering. Just find and right click on your picture file then select open with ms paint.

Google Irfanview, that is another free program that allows you to view and manipulate many different types of files.

This can be done in Microsoft Publisher. But also a good program to have that is free is:

I like using http://www.picnik.com/ . You have to pay to use certain features, but there are a lot of free ones (such as the cropping one you are looking for).
